Notice 1: Quality
Postpartum/Newborn Visits
When scheduling Postpartum and Newborn visits, it is helpful to combine or make concurrent visits. This can be beneficial in making sure mom is taking care of herself as well as her newborn. Taking every opportunity to ensure mom’s recovery outcome is healthy will benefit both mom and baby.
CMS Blood Lead Testing Mandate - Lead Screening
Did you know Federal law mandates testing for all children covered by Medicaid? Completion of a risk assessment questionnaire does not meet the Medicaid requirement and all children enrolled in Medicaid are required to receive blood lead screening test at ages 12 months and 24 months.

Better Patient Outcomes through Evidence Based Practices
This Month: Positive Parenting Program (Triple P) Level 4 (EPA Number 870001580- group, 870001581- individual, SERI: 860139000-group, 860140000- individual)
Who benefits: Parents of children with severe behavioral difficulties (or in the case of Group Triple P/Group Teen Triple P, for motivated parents interested in gaining a more in-depth understanding of Positive Parenting). It is available for parents of children from birth to 12 years and 12–16 years and covers Triple P's 17 core positive parenting skills that can be adapted to a wide range of parenting situations.
Improves/helps with these outcomes:
- Reduces problem behavior in children and improves parents’ wellbeing and parenting skills
- Shown to slow rates of child abuse, reduce foster care placements and decrease hospitalizations from child abuse injuries
- Tested and shown to be effective in many culturally and ethnically diverse populations around the world
- In communities where Triple P is widely available, children have fewer behavioral and emotional problems
- Parents using Triple P say they are less stressed, less depressed, and don’t use harsh discipline
Brief description of intervention: Triple P Level 4 is for parents of children with severe behavioral difficulties (or in the case of Group Triple P/Group Teen Triple P, for motivated parents interested in gaining a more in-depth understanding of Positive Parenting). It is available for parents of children from birth to 12 years and 12–16 years and covers Triple P's 17 core positive parenting skills that can be adapted to a wide range of parenting situations.
Delivered as:
- Group Triple P/Group Teen Triple P – Groups of no more than 12 parents attend five sessions and are supported with three phone counseling/catch-up sessions at home. Uses DVDs and workbook to engage parents and reinforce strategies.
- Standard Triple P/Standard Teen Triple P – For parents who need intensive support. Individual counseling delivered over ten (1 hour) sessions. Uses DVD, workbook.
- Triple P Online – A comprehensive, eight-session web-based program that guides parents through Triple P's 17 core parenting skills. Based on the Standard Triple P program it includes opt-in text or email reminders of session goals and strategies.
- Self-directed Triple P – A ten-week self-help program, based on a workbook. Parents who need additional support can receive weekly 15–30 minute telephone consultations.

If you are a provider practicing an EBP make sure and use the accompanying EPA or SERI number when you bill Coordinated Care.
Mental Health providers should use the Reporting Guide for Evidence-based Practices
Physical health providers who deliver these services should include the appropriate EPA number from the HCA Provider Billing Guides and Fee Schedules, Mental Health Services.

On January 1, 2019, Coordinated Care became the single managed care organization to administer the Integrated Managed Care Apple Health Foster Care program in collaboration with the Health Care Authority and Department of Children Youth and Families. This program serves children and youth in foster care, adoption support, alumni of foster care (ages 18-26), and children reunified with their parents. WEBINARS/TRAININGS:
The Coordinated Care Community Education Team serves providers and their staff with training to support the needs of the Medicaid population. The CE Team can offer training on topics such as Adoption Success, Trauma Informed Care, ACEs, Resilience, and Secondary Trauma and Self Care. - Screening, Brief Intervention, and Referral to Treatment. Attendees will gain clinical knowledge and skills to implement the use of SBIRT in their practice. This training focuses on screening and referral to treatment for alcohol and substance use in patients in a health care setting. 2 CE hours available for NBCC. May 4, 2021, 12pm-2pm. Register here.
- Social Determinants of Health and Mental Health. This training identifies Social Determinants Of Health (SDOH) and how they can affect factors such health care utilization and health disparities. 2 CE hours for NBCC. May 6, 2021, 11am-1pm. Register here.
- Behavioral Health Screening Tools for Providers. To help identify mental health/substance use disorders in their patients, providers learn to use these screenings: PHQ-2, PHQ-9, OASIS and Edinburgh for depression; GAD for anxiety; Vanderbilt for ADHD; and CAGE-AID for alcohol and substance use. 1.5 CE hours available for NBCC. ACEs Aware presents: Racism and Discrimination as Risk Factors for Toxic Stress. This is the first webinar in a series that will explore research demonstrating how racism and other forms of discrimination can serve as risk factors to activate a toxic stress response, and lead to health conditions that have been shown empirically to have a connection to ACE exposure. Snohomish County Human Services Behavioral Health presents: Helping Children, Families and You Cope with Crisis During the COVID-19. This session, intended for health care providers and other community-based professionals, will summarize the principles of psychological first aid and common reactions that may be seen in any crisis event, including the current pandemic. Practical advice will be shared on how to provide support to children and families during the current pandemic. The session will underscore the need for professional self-care and highlight some of the barriers as well as some potential solutions. May 4, 2021, 9:30am-11am. Register here.
Minority Stress and its Impacts on Mental Health. Empirical research has consistently demonstrated the negative mental health consequences of minority stress among LGBTQ+ populations; however, there is little understanding of how minority stress should be addressed in the actual clinical situation. This webinar will discuss the impacts of minority stress on the mental health of LGBTQ+ people as well as treatment issues relating to LGBTQ+ mental health. Integrating Behavioral Health Approaches to Address Gender, Violence and Homelessness. Futures Without Violence and The National Health Care for the Homeless Council are excited to offer a national webinar addressing gender, homelessness and a constellation of intersecting issues including substance use disorder, mental health, homelessness, human trafficking (HT) and interpersonal violence (IPV). We will highlight strategies to strengthen the connections between health centers and the community partners who offer supportive services to IPV and HT survivors and build providers’ skills on providing universal education about healthy relationships. Understanding and Treating Mental Illness in the Context of Asian Cultures and Anti-Asian Racism. May is Asian Pacific American Heritage Month. For many Asian Americans, Asian cultures have shaped their explanatory models of health including mental health. In this event, Dr. Fan will provide a brief analysis on how Asian religious and philosophical traditions affect the understanding, clinical manifestation, and treatment-seeking behaviors of mental illness. In addition, the mental health toll of anti-Asian racism and being a “model minority” will be presented. During the second part of the event, Dr. Fan will lead a clinically oriented discussion to address the barriers to improve mental health care for Asian Americans. May 19, 2021, 9-10:30am. Washington State Saying it Out Loud Conference. The conference is sponsored by the Health Care Authority Division of Behavioral Health and Recovery. The Annual Saying It Out Loud (SIOL) Conference focuses on information sharing and networking to improve behavioral health services and decrease disparities faced by lesbian, gay, bisexual, transgender, and questioning (LGBTQ+) individuals. Perinatal Support Washington presents: Best Practices in Prevention, Identification, and Treatment of Perinatal Mood and Anxiety Disorders- 2 Day Training. Learn how to effectively identify and screen parents experiencing perinatal mood and anxiety disorders. This two-day training is appropriate for a range of providers, including OBs, pediatricians, midwives, RNs, social workers, mental health therapists, doulas, public health employees, home visitors, IBCLCs, and more. The Washington State Traumatic Brain Injury (TBI) Council and the University of Oregon (UO) Center for Brain Injury Research and Training (CBIRT) are excited to announce a Statewide Virtual Conference on how to support “Childhood Brain Injury: Best Practices in Return to School”.
The Virtual Conference is FREE to attendees. The TBI Conference will help to inform and build longitudinal foundational pieces as we support children returning to a school environment post-Concussion and TBI.

Childhood Brain Injury: Best Practices in Return to School Virtual Conference
This TBI Conference event will be one of eight that are planned by the TBI Council and the UO over the next 15 months. The TBI Conference series will include future topics surrounding Self-Advocacy, Family Caregivers, Medical and Visual Support, Mindfulness, Transitions, Vocational Rehabilitation, Mental Health, Corrections – Juvenile Justice and many more. - Virtual Half-Day Basics of ASAM Criteria-This half-day training is designed to provide a brief introduction of The ASAM Criteria. It reviews the historical underpinnings of The Criteria, program-driven vs. clinically-driven care, co-occurring services, ASAM’s six dimensions and levels of service.
- Virtual One-Day ASAM Criteria Overview Training-This one-day, application-focused training provides participants with an in-depth look at the theoretical foundations of the Criteria, including clinically driven services, biopsychosocial assessment, the six dimensions, continued stay and transfer/discharge criteria. Incorporating the use of the new edition of The ASAM Criteria, participants have opportunities for skill practice at every stage of the treatment process: assessment, engagement, treatment planning, continuing care and transfer or discharge.
- Virtual Two-Day ASAM Criteria Skill Building Training-This two-day, application-focused training provides participants with an in-depth look at the theoretical foundations of the Criteria, including clinically driven services, bio-psychosocial assessment, the six dimensions, continued stay and transfer/discharge criteria. Incorporating the use of the new edition of The ASAM Criteria, participants have opportunities for skill practice at every stage of the treatment process: assessment, engagement, treatment planning, continuing care and transfer or discharge. All participants receive an in-depth Training Journal to guide the training and as a resource for continuing skill application.

- Virtual One-Day Motivational Interviewing & Individualized Service Planning with the ASAM Criteria Training. This one-day application-focused workshop offers a practical approach to the ASAM Criteria and how it supports and drives individualized service planning. Participants will understand the relationship between the treatment plan and the use of The ASAM Criteria’s admission, continued stay, transfer and discharge criteria. In addition, participants will learn how to write measurable, individualized treatment plans based on the individualized needs of the client and the dimensional analysis. Behavior change principles will be discussed to enhance trainees’ understanding of how and why people change, and explore ways in which the client’s stage of change impacts and drives a person-centered service plan. Participants’ abilities to develop individualized service planning will be strengthened through core motivational interviewing skills as a way to have better conversations about individualized needs and increase client readiness for and engagement in treatment.

- Virtual One-Day Advanced ASAM Criteria-This one-day training builds on the pre-requisite 2-day ASAM Criteria Skill Building Training. The training provides a brief review and then goes into more specific application, focusing on use of the Criteria to determine admission, continued stay and discharge. With case studies participants will practice applying the risk ratings, dimensional admission criteria specifications, conceptualizing the initial framework of a service plan and then using continued stay/transfer and discharge Criteria. The training will also include a focus on clinical documentation to support the use and application of the Criteria.

Notice 3: Updates
Enteral Nutrition Prior Authorization Changes coming for all Enteral Formulas starting on June 1, 2020
Starting June 1, 2020, Coordinated Care will require Prior Authorization for enteral nutrition that are administered orally and/or thru a feeding tube. By having this authorization in place, it will help assist with the claims issues that some providers are having when their patients are receiving both oral and tube formula for nutritional support.
Change in Condition Reminder
If a member remains inpatient on medical necessity denied status and has a change in their medical condition (i.e. stroke, cardiac arrest, fall with injury, etc.), providers are able to use the Notice of Change in Condition form (included with the denial letter) to notify Coordinated Care and request a review for medical necessity based on new medical conditions. We request within 5 business days of the identified change back to inpatient status. Please provide notification within 5 business days of the event (change in condition).
Home Health, Physical Therapy, Occupational Therapy, and Speech Therapy Authorization update:
Any visits occurring between December 1, 2020 through May 31, 2021 do not require authorization for all providers. Authorization requirements are temporarily suspended in an effort to better support the needs of our members during this time.
On June 1, 2021, the prior authorization requirement for these services will resume.

Therapy Prior Authorization Changed for all Members 20 years and younger effective 3/1/2020.
As of March 1, 2020, Coordinated Care is now allowing providers to request up to 48 visits for each therapy (PT/OT/ST) for a 6 month span after initial visits have been completed for members that are 20 years and younger.

As a reminder, Coordinated Care does require provider orders with either a handwritten or electronic signature. Also please ensure all clinical including patient identifiers are present in request for HIPAA verification by Coordinated Care.

Washington State Cell Phones Companies providing Lifeline services to eligible clients.
Lifeline is the FCC's program to help make communications services more affordable for low-income consumers. Lifeline provides subscribers a discount on monthly telephone service, broadband Internet access service, or voice-broadband bundled service purchased from participating providers.
Lifeline is available to eligible low-income consumers in every state, commonwealth, territory, and on Tribal lands. The Lifeline program is administered by the Universal Service Administrative Company (USAC). USAC is responsible for data collection and maintenance, support calculation, disbursements, and assisting consumers with Lifeline eligibility and enrollment for the program. USAC's website provides additional information regarding the program, including program requirements.

How Do Clients Apply For The Lifeline Subsidy?
Federal regulations (47 CFR Part 54, sec. 54.400) allow one Lifeline subsidy per household. This means that client must choose whether they want the subsidy applied to a landline or cell phone.
Landline – The client contacts their local landline phone service provider and requests a Lifeline Application. Upon determination of this client’s eligibility, the local phone company will apply Lifeline subsidy to the client’s phone bill.
Cell phone – The client must apply with one of 9 Lifeline cell phone providers in Washington. Upon completion of a phone company’s application and determination of the client’s eligibility for Lifeline services, the client will receive a cell phone by mail.
In response to Governor Jay Inslee’s directive (PDF), the Washington State Department of Health, Health Care Authority, and members of the Hep C Free Washington Coordinating Committee are striving to eliminate hepatitis C by 2030. Baby Boomers (those born from 1946 to 1964), people who inject drugs, people who have experienced incarceration, people living with HIV, African Americans, and Native Americans are disproportionately impacted by Hepatitis C more than others.
Hepatitis C (HCV) cases among people who use drugs, including people who inject drugs, continue to rise, so we are calling on health care providers to test and treat people who use drugs (active or prior use) as a primary strategy to eliminate HCV in Washington.

Behavioral Health Facilities (BHF) round three funding application is open
The Department of Commerce is soliciting applications from eligible behavioral health facility organizations. Awardees will receive funds to implement behavioral health capital projects.
A total of $6 million is available for this round in two categories:
- $4 million is provided solely for competitive community behavioral health grants to address regional needs.
- $2 million is provided solely for enhanced service facilities (ESF) for long-term placement of patients discharged or diverted from the state psychiatric hospitals and that are not subject to federal funding restrictions that apply to institutions for mental diseases.
The Behavioral Health Facilities (BHF) Program’s competitive funding rounds are open to nonprofits, public entities, tribes and for-profit businesses. Nonprofit and for-profit business applicants must be registered in the state of Washington.

Pharmacy Dose Optimization
Effective June 1, 2021, Coordinated Care of Washington, Inc. will apply dose optimization for some medications. Dose optimization requires the patient to take a higher strength of the medication when available instead of taking multiple lower strength pills (e.g. Take one 40mg tablet per day instead of two 20mg tablets a day for a once daily medication). Below is a list of medications that will require dose optimization.
